The agenda item would require future PROMISE winners to remain in the state or pay back the scholarships as loans.

The governor has the cart before the horse here. First, improve the business climate so there are potential jobs for Promis Scholars in WV, then consider incentives to keep them here. It's unfair to punish the kids simply because our legislature (and Governor) have refused to improve the business (jobs) climate in the state.
